I would agree - except, we don't know what MP&ES had in mind. The most likely traction motor would be the GE764 which NRE was able to obtain for the WHite Pass units they built, so we know those were available. The White Pass units were three axle trucks from Bradken which is what NRE used on some other narrow gage export units. (Think White Pass 114 or USG 111/112.) The MP&ES units look like they are supposed to be a four axle design. So the question is, did MP&ES intend to use some salvaged narrow gage trucks, new ones from GE, cut down some standard gage design or just fab up their own design? If they were planning on using the GE 763 or GE747 double reduction motor combination, fabbing up a set of trucks isn't impossible though that style will ride pretty rough and those would be limited to around 600 hp or so (total) for four motors. The GE 764 would be good for 1000 hp but are forced ventilated so the design has to match up with the traction motor blower ducting presumably built into the frame. Might be the GE cast floating bolster design (my choice) which could be salvaged or a heavy narrow gage version has been in production in last few years. But, they also inherit trying to make everything play nice with each other as far as the unknown control system and other components. Since D&S didn't pay for them, I bet they can't do anything with them unless they obtain legal title to them as part of the bankruptcy.
For now, two very expensive unusable paper weights.
