My understanding of the closing of the loop at the campground was to shorten the run. A new loop was built at the fairgrounds which made the run more in line with a tourist type operation. Also, the shorter run helps reduce maintenance to the locomotives and rolling stock.
I am sure Marty Knox could give us more information about that. He posts on this board from time to time.
The "Huck" is a neat operation and is well worth the visit. Lots more to see and do at Crossroads Village while you are there.
