Michael if you mean the lower Williams Pass road on the left side of the photo - that hasn't been passable for many decades. The current Williams Pass trail is open and maintained only from the railroad grade up and over to the north side. Below the railroad grade it is quite deteriorated. However this section will get rehabilitated to some degree in order for equipment to reach the bottom of the Palisade wall when it is repaired. But there is no intention of reopening Williams Pass below the grade. It's just not necessary as you can simply drive down the old grade from that point to Pitkin and beyond.
