That is exactly why 497 was chosen. It was overhauled in 1967, run that one summer and parked. It was as close to an "overhauled but unused" locomotive as you can get. 499 had been run until it needed re-fluing and probably tire turning, 498 was on its way to that condition. 497 was the most cost effective choice.
