The surviving steam locomotives that have been reported on so far either worked the sugar cane plantations or for Insular Lumber. With the exception of the PNR steam locomotives, most of the survivors are on the island of Negros. There is one on the island of Cebu; a few derelict sugar engines are on the island of Luzon.
The next logical step would seem to be find out what pineapple plantations Dole owned in the Philippines, and what became of them. Did they survive the war, and for how long? If they lasted until recently, perhaps the plantation scrapped them?
Another idea would be to join the PhilippineRailways group on Yahoo and ask there. It is composed of people who live in the Phillipines as well as regular visitors. I posted a link to it below.
