They don't seem to be from the Tri-Rail F40PHL stock... Unless everything from the cab and back was removed and a "stock" EMD shell was put over the engine compartment.
The vertical steps are definitely from the Tri-Rail units. To me, the long hood looks like it may have been from a GP15, but modified & shortened -- there is no air filter/blower area behind the cab and the see-thru doors at the other end are a detail I haven't seen before.
