It's not unlikely that the cars were fitted with straight air brakes, a common practice with passenger cars during the era in which they were built, especially on the narrow gauge lines back East. Many of those roads were strictly passenger carrying excursion lines, and the operating dept didn't feel the need for automatic air when it became available.
