1) shipping bad product is unacceptable - Microsoft is known for that and until recently, some of the fixes were not available until the customer paid for the next version (win 95 to win 98).
2) if you have never written an operating system and tried to fix bugs yourself, judgement calls on time to fix are problematical. (how's that for a $2 word?)
