Yes, they changed things a few weeks ago in December. You now have to check if for kids or not. I found that if I did check for kids I had to put further info, etc, etc. Seemed like it was a pain, so now I simply mark NOT for Kids. Seems crummy that it might not be recommended for kids, but they set the rules. As for monetization, mine site is not monetized. I do however use it as a portal to link the previews of my full length shows to my website. So whenever I post something for the NG board, I sometimes put it in as an unlisted video.
This means the general public cannot see it, without me sending them the link. Just the other day I did one of an old show I had not made a preview of before. I wanted someone else to see it first, so it was unlisted. Later I changed it to Public, and in the past it would go public immediately. Now on this one it had to establish a Date for Premier or some such nonsense.
I got the impression they wanted to know if content was made specifically for kids, and thus wanted to check it more closely. It is a fluid situation as Youtube usually is!!!
