What the Navajo Nation needs to do is Pull the rails, and all the concrete ties, and the ballast ( about 90 miles worth ) , And use it to lay the talked about rail line from the existing rail head at the peabody mine outside of Crown Point, up to their( Navajo Nations) coal mine just South of Farmington. More then enough rail, ties and ballast. Would only need the earth work for the ROW which would run thru most of the Reservation they already own..
Hire all local Navajo contractors and trucking crews to do the work.. But that just might be too simple of an answer.
