The bottom line is that natural gas from the Permian basin is incredibly cheap on a BTU delivered basis compared to coal in the four corners area.
Combine cheap NG, a 50 year history of controversy from the environmental standpoint, aging generating facilities.... And you have a shuttered power plant.
The Navajo Nation may also be looking at exploring large solar farms, although the sole article I saw was highly speculative about that without having talked to anyone in charge. The opportunity for solar in the area seems pretty reasonable.
