My bad - was referring to ten-wheelers more specifically (and also 2-8-0s). This is the only one I have seen with a smoke box mounted headlight. Just curious why they changed the headlight on this one. So what you are all saying is that in later years, D&RGW was moving towards lower headlights, just that the older locomotives were never changed.
