Maybe look at chronology.. The ten wheelers were built much earlier. Look at the NG locomotives....Most, if not all had high mounted headlights....I realize the K-28 and later locomotives were post 1923 +/- but it seems the later SG locomotives had smokebox front mounted (or pilot mounted with the L class articulateds). Better visibility at night perhaps?
