Sure looks like it. Cab's right, year's right (the order originally dated to November 1879) and the frame of that locomotive class is fairly distinctive with the layered bars around the firebox. If it isn't that locomotive, someone else was building another one in secret which seems unlikely.
The metal parts will have survived any shop fire. It won't be pretty but plenty of locomotives have been salvaged from fires. Repair/completion will depend as much on the determination of the parties involved and the damage to the shop itself. I hope the shop had good insurance, because even if the driver had it there's no certainty it'll be sufficient to cover damage done depending on state law regarding such things.
