John, As a frequent customer, C&TS enthusiast, and a (much longer than I would like to admit) computer professional, I would like to thank you very much for your detailed post here addressing the reservation system history/issues/status.
Your post was very interesting to read as it detailed many of the unique issues that you considered when you designed the system. As some posts have stated, this is where the hardest work is usually encountered when setting up a system. Although some of the goals of your design may not have been achieved due to time, expertise, and/or resource constraints, your design considerations appear to have been well founded.
It is clear from reading all of the posts concerning the reservation system that there has been a LOT of concern about the system's failures and the resulting impacts on the railroad's customers, employees, and supporters, and it is very comforting to hear from you and others in the railroad's management that there is indeed great concern and even (hopefully) progress being made to correct the situation. Good for you, and good for all of the supporters who adamantly want this year on the railroad to become the start of a bright future!
