Most likely all 3 plus some are probably railroad has a right-a-way. If anybody tried to close them the locals would be very unhappy and let the politicians know they were unhappy & the railroad has to be careful about getting locals unhappy.
If the politicians have to decide who to make unhappy = Out of towners who bought charter tickets or locals IMHO the locals would win easily.
The above is just my opinion no more no less.
