As a generality, most Std. gauge 3T Shays had 36" drivers while the Heislers had 40"

Additionally, a lot of the big Heislers had 12 to 24 or 2:1 gearing while std gearing on 80-3 and 90-3 Shays was 20 to 41 or 2.05:1, pretty close to the Heisler.

I'd say yes to your question about the higher Heisler speed.

To gain more t.e with the same size cylinders and boiler pressure, it was the norm to opt for slightly lower gearing although some Shays went with 32" rather than 36" drivers.

As you can see, a number of factors come into play when ordering one of these machines.
