The § 230.70 (b) requirement for the "Emergency Brake Valve" is to harmonize the requirement with the Diesel requirement at § 229.47(a); and was added, along with the requirement for two water glasses at § 230.51, as part of the post - Gettysburg 1278 re-write of Part 230.
