Revolving door operators

I wonder why they can't find a stable operator. There seems to be a fair amount of diatomaceous earth, lumber and chips out of Lakeview. Back when UP was still running all the way to Alturas we were surprised by how long the train was, albeit once a week. However one problem seems to be track condition on the branch, and perhaps nobody wants to spend the money to upgrade it properly. Frequent derailments do tend to affect cash flow! Here is a picture of the UP Alturas turn at I think Perez, it was something like 40 cars long.
