Let's go back to the original question. D&RG 74 was not a C-16, but a D&RG Class 56. To begin with, the C-16 classification did not exist on the D&RG, it was developed in 1924 by the D&RGW.
The D&RG classified locomotives based on weight, with Class 56 being a 56,000 pound engine, with nominal tractive effort of 13,000 pounds. Class 60 was a 60,000 pound engine, with a nominal tractive effort shown on some early documents of around 15,000 pounds. Both groups were narrow gauge 2-8-0s. The Class 56 2-8-0s were smaller both in weight and tractive effort than the locomotives which became D&RGW class C-16. The D&RGW calculated the tractive effort for the 30 ton C-16's as 16,000 pounds.
