The USATC unit/WP&WP #81 was built by GE. The construction number is a GE number.
It is conflicting only if you are thinking about the joint sales arrangement; but, that ended in 1953. If ALCO continued to purchase GE electrical for its production after 1953, there should be no reason why GE could not purchase an ALCO diesel engine to power one of its products. GE was already doing this for the White Pass "shovel nose" diesels that it built.
