Mark is correct, if for some reason, the pressure sags, then so does the t.e. (power). There is no escaping this.
Tractive effort is a function of boiler pressure, usually rated at 85%, cylinder bore and stroke and driver diameter.
If the engine goes into the shop and the drivers get turned and lose an eighth of an inch, the t.e. goes up, but
not likely enough where you'd notice it. Same as if the cylinders get bored, t.e goes up a tad.
