While I don't recall the exact formula off the top of my head for tractive effort, I believe it scales with boiler pressure linearly- so if at 200 PSI you have 36,000 pounds of TE, at 190 you have 36,000 / 200 * 190 = 34,200 pounds of TE; at 180 PSI you have 32,400, etc.
You would run against the pops on a hill like Cumbres - a good fireman can be right on the edge as to maximize power without lifting the safety. Always helps if the valve has a little feather to it so you can hear it coming / have a little extra steam usage.
