Ken,
The first thing that I did was find a motel, then I purchased a plane ticket to Baltimore/Washington International and flew out there for a week.
Prepare to lose the first day in just getting oriented. Ask lots of questions and have some idea of what you're looking for. Don't just walk in likd Cliff Mestel did and announce "I want to see everything that you have on the DSP&P". I was standing in the oversize file room and I heard it, that's when I took him aside and showed him what he needed to do (I had arrived a couple of days earlier and gotten a bit oriented).
First off, this is the NATIONAL Archives, second off, when the Valuations were done, it was the C&S. There is an employee available to guide you through the ICC quagmire and he is most helpful.
You used to be able to hire a researcher there in College Park, but he passed away this year.
Accomodiations are easy to find, as College Park is the home of the University of Maryland and from where I stayed it was about a 1/2 mile walk to NARA. It was a nice morning constitutional. Other motels (Like Holiday Inn) offer shuttle service to NARA II.
