I would think that a steam dome cover would be more liable to damage because it has something solid inside - the steam dome. If the cover is mashed against a solid part of the boiler, the dome cover might be more likely to be trashed than a sand dome which can be sheared off comparatively easily.

At least that makes sense to me.
