Back when I visited the WP&Y in 2012, this was not the case. I actually road from Skagway to Carcross and bused back as a shore excursion offered by Princess Cruise lines. Also, if my wife and I would of taken a different sailing and our ship was in Skagway on a day the 73 or 69 was running, we could of have road that. It all depends if your ship is in port long enough to do the long trip to Carcross and if it is in port on the days the steamers are running. If either of these are a high priority, you can see all of this while shopping for a cruise.
PS: The Princess Cruises sailings for this August get to Skagway at 7:00am and leave at 8:15pm and do list the Carcross trip as an option. I assume if you were in port on days the Steamers are running those would be an option as well. You can always book directly with the railroad instead of with the cruise line as well.
