K-28's and k-36's have much in common, stroke and bore (?) of cylinders, boiler pressure, driver diameter, water capacity etc....

I would assume that the main difference is adhesion and tractive effort. This being said, at full capacity for each class of loco, I would also assume they could make it the same distance on a full tank of fuel(s). So, as to why the k-28's water up at Hermosa, I don't know; but I have seen K36's water here as well. I have also seen k-28's pass Hermosa without water. I suppose a full load may warrant a water stop, while a lesser load does not?
