Steam has a big effect on the quill of the whistle. If you blow a whistle on just air, the pitch doesn't change very much at all. The same whistle on steam, the pitch will change a great deal more. This is because the steam is cooling and turning back into vapor. This vapor takes up room in the whistle bell raising the pitch. The more steam the higher the pitch. That is why the further you pull on the cord, the higher the pitch.
