Are the whistles tuned or just manufactured to length?
The engineer changes the overall pitch by how much steam is let in, so I guess the pitches are based on it being wide open?
I *think* the current steam pressure would affect pitch as well?

Thanks for this thread, up to now I have just thought in terms of "that one sounds good and this other one sounds lousy.
