The award on May 9th concerns the track grants not the locomotive grant. The Advisory Council on Historic Preservation will recognize the EDA for its track grants to the C&TSR.
The ACHP was created by the same federal legislation in 1966 that created the National Register of Historic Places and caused all states to create offices of historic preservation (SHPO). ACHP is an independent Federal agency. It serves as primary policy advisor to the President and Congress on historic preservation matters, leads the Nation's historic preservation program, and oversees a review process to ensure Federal activities do not inadvertently damage historic properties. ACHP is the only entity with the legal responsibility to encourage Federal agencies to factor historic preservation into Federal project requirements.
The involvement of Laura Bush centers on a different EDA grant. Mrs. Bush recently inaugurated a program called the "Preserve America Initiative." Former Gov. David Cargo is working to arrange having the EDA grant for locomotive work announced in conjunction with this initiative.
