Thanks for downloading it and transcribing some more of it. I didn't have time this morning.
"There seemed to be a strong assumption that the grants (at least for the trackwork) are in the bag. Let's hope so, and the same for the engine grant."
That had me puzzled, because the current track grant is already supposed to be 'in the bag'.
I think maybe the words just came out wrong.
What is being announced in DC is the 3-year, 3+ million locomotive grant.
