Hand powered saws were common before gas powered saws. But most rail was very easily shortened by hammer and chisel. Most rail is a brittle as glass and a nick in the rail from riser to edge of base. Then work up the riser to the bottom and outer edge of the head. Then set the rail on its side propped up at nick and hit the rail with a sledge. Snap, you have two rails. Very cheap way and the rail will not have defects as torched rail, which are outlawed in any track.
