Talk about taking comments out of context, my first comment that you have quoted does not mention public land and was intended for people who are following in the back country where most photo lines are in fact on railroad property. Even when people are set up away from the photo line, they may inadvertently be in the shot. That is why I included the phrase, "if you can see them, they can see you." There are few, if any, locations along highway 17 where that statement would apply.
Ditto for the second, with the addition of in the yards in Chama. Most people wander freely in the Chama yards and since the days of D&S control, have not been excluded, but common sense should dictate that where there is an event going on, you should stay out of the way. If you are having a picnic in a public park, would you be happy with me sitting down at your table, uninvited?
I have generally tried to use the term "non paying participant" in this series of discussions, reserving the term "freeloader" for those who actively follow charters without any intent of ever paying for anything.
