The writer did not qualify it that way, and the entire discussion
was set off because a non paying observer used a drone, so there
is no way to universally interpret it in that way. Of course,
the organizer(s) can set all kinds of rules governing participants
before the tickets are sold, and then potential participants can
decide whether they'll buy in. That goes without saying

And a month before this charter occurred, you and I exchanged
opinions about what is appropriate and what is courteous.
Roger apologized many electrons ago for upsetting people.
The post which began this discussion was all "me" vs "him" by the OP.
You are completely correct in theory, but the practice/interpretation
is where the issues come.
And the ultimate issue, the elephant in the room that is really
controlling the discussion but is only briefly acknowledged,
is simply this: what are the "rights and privileges" of the
paying participants, and what is the place of non-paying observers.
One could even cast it in high-flowing concepts by discussing
1st Amendment rights.
