Hi Kevin - OTM is Other Track Material - like spikes, joiners, bolts etc. The GGHS aquired this material a few years back when Rocky Mountain Arsenal was shut down and the track removed.
The track project will no doubt take a while, but given what they have accomplished so far, with the Goose restoration, Depot reconstruction, aquisition of RGS coach 256, etc... I look for them to do well.
