A basic "pole barn" I built one back in'90. 40'x40' for a cost of about $3600. calculate that by a factor of at least 5 for the required size and 100 for the cost because it wouldn't be just you and a friendly neighbor putting it up. Then come up with a multiplier for government/bureaucratic intervention and you might have some idea of what even a simple pole barn will cost the organization. Storage is absolutely needed to protect historic equipment and to put an end to the merry-go-round of 'restoration-weather induced deterioration-restoration". But it wouldn't be cheap.
As was said else where, all it takes is major donations and willing volunteers.
