We have talked of this, and it could be done but there are many obsticles.
1. The grade from S-Wye to Larch (now called Huckleberry) is intact, but part is now held by a very hostile land owner.
2. The area where most of the yard was is now a highway R-O-W. Though there is room to squeeze by where the sand was removed for ballast, we would be encroaching and it would be up to ODOT to allow it.
3. The grade beyond the summit is now a National Forest road. The turning wye there is intact, but it is only large enough for a locomotive and a passing track would entirely use up the forest road.
4. Finally, it would greatly increase our operating expense without greatly increasing our operating revenue. While this might be attractive to railfans, most of our customers are just people going for a train ride. They would not likely pay a premium to ride to the top of a hill and back.
It's fun to dream about but not really in the cards.
