backing up first section

If two locomotives (same class or close to it) bring a section up the 4% grade, why wouldn't one locomotive be able to back the same section up to the second section?
The track east of the Cumbres yard isn't over 1% is it? Even with the sharp curve, it'd have enough ummph to push back to the yard.
