Based on this photo of C&S 60, I would say that the Joint C&S/CB&Q locomotive shop did indeed work on the C&S's narrow gauge locomotives. The only really plausible reason for a freshly shopped and painted #60 to be riding through Denver on a CB&Q flatcar is for it to be returning from the "new" locomotive shop, which, as far as I know, did not have narrow gauge track running to it.
