In reference to Narrow Gauge and Short Line Gazette, if memory is correct it is a merging of Short and Narrow Rails (which I have a few copies of), and The Slim Gauge News. I am sure if you call Benchmark Publications and talk to Bob Brown, if the magazine has any information I am sure they will assist.
As for the rack itself, it appears to be 3"-4" pipe legs with 2" stretchers between bents. I can't tell from the posted picture, but I would guess the platform is either bar grating or expanded metal, both have been used for this type of structure. From the picture, I am guessing the main trunk line up the centerline of the rack would be 5"-6" pipe with what appears to be 2" or 2 1/2" branches to the individual fill lines. For the detail oriented, this appears to be most likely screwed pipe connections for the majority of connections. There appears to be a valve (likely a gate valve, possibly a plug valve) right at handrail level.On the outlet of the valve there appears to be some form of swivel joint (horizontal) to swing the fill arm out over the car dome. On the car end of the arm, there also needs to be two more swivel joints, one horizontal and one vertical to articulate the fill pipe into the dome opening.
I am hoping that James Durrenberger will add his commentary to my 'reading between the lines' of the photograph and my background in general piping design.
