I would quibble that the word 'restricted' implies some sort of regulation of which I have never seen any evidence. I would agree that, in practice, that was the case. Numbers 71, 72 & 73 were almost exclusively used on the old South Park lines 1899-1936 also.
It may be of interest to note that, acording to CRRA #10 (p 157 col 2)
the contract C&S signed with Victor Miller's D,L&A on 7/14/32 excepted engines 70, 74 & 76 which were to be retained for the CC lines.
So I'd say they *could* have been used, there is just no currently known evidence that they ever were.
