So to summarize, at least in smaller scales, the two basic frame types for the D&RGW and the C&S will be different, but only slightly. I'm fairly lenient on dimensions as long as everything looks proportional and can pass off as a fairly accurate model. I see that the C&S frames had offset drivers, with the two axles in the center being closer to each other than the two outer axles. C class locomotives for the D&RGW and RGS appear to have even spacing.
Am I correct in saying so?
As for the boiler and cab and accessories, I already knew I'd have toe kitbash or scratchbuild those parts, so no big deal for me on that. I'm mostly concerned with getting the frame to look right.
I would like to eventually model a locomotive from the C&S in 1:20.3 scale. But, I don't have the space right now. HOn30 is what I'm currently looking at. By my calculations, a difference of 1 mm in HO scale is 6 inches of difference in real life. So it really doesn't matter too much when the scale is that small. I just wanted to make sure I wasn't going to royally mess up with a dimension or forget something important. For the cab and details, I'm currently experimenting with 3D printing, which could easily print off accurate bodies. The only complicated pieces are the frame, so it would be best to use N scale chassis. Athearn makes a good 2-8-0 frame that looks good for N scale, and will probably be just fine for HOn30.
It's funny, while on this site we discuss accuracy, in modeling, imagination is needed to get a good model. Nothing will be 100% accurate.
