I've long been under the impression that the D&RG class 56 and the class 60--later C-16--locomotives (Baldwin 10-24E and 10-24.5E, respectively) used the same frame. Difference was only in a couple inches of boiler diameter and cylinder stroke. It's hard to tell them apart in photographs except via number or tender size (most of the class 60's used a large tender). If there's more than that, do elaborate.
Specifications and photographs suggest the C&S 63-70 had the same driver spacing as the above machines, but a longer wagon top boiler. Building an accurate model would most probably require using a generic "C-16" frame and mechanism as a starting point then building your own boiler and appliances for it.
As a side note, railroad locomotive classifications were simply whatever a given railroad decided to use, and were subject to change at the whims of management.
