See my post about the radio interview this morning.
Under the 'new model', there will no longer be an operator/tenant. The RGRPC will work under a 'management contract', with the commission taking a much stronger (and certainly more appropriate) role in the ownership and financial risk. The COMMISSION and not the 'management' will set the priorities.
The Lt. Governors of BOTH states have given the Commision a virtual mandate that THEY and not the RGRPC or Friends, will assume 'ownership' of the overall project management.
