Having only a one year contract for any group on maintaining the equipment is a disaster! I am sure every brake shoe on the entire line will be worn to the wheel by the end of the season. Why would anyone change them under that plan? The entire maintenance and rebuilding should come under the Commissioner direct control with no cost to the operator, except engine rental. Who will pay for the new axle on the K-36, the operator or the Commission? All mechanical work should be paid directly by the Commission.
