In over thirty years of operation, the C&TS RR has not provided any significant profit for any operator. In fact, financial loss has been commonplace.
I don't have the slightest notion of how you came up with the idea that all the proposers, and in particular Scenic Railways II, made proposals with the goal of making substantial profits. We knew that would not happen. Scenic's proposal was an attempt to prevent large losses, to break even if possible.
