yep, it's an automatic decetification being 5 mph over speed or more that 50% over if the max speed is less than ten.

The UP has also added the phrase "consistent with good train handling" to restricted speed, meaning that, even if you manage stop short and avoid a collision but you plugged it or made a "heavy set" to do so, you're still fired!
