Bruce-You may well have found a builder's photo of the Tuskegee RR 2-4-2T. Can you tell us the source and builder? It looks like a Baldwin, but may well be a product of Thomas W. Godwin's Virginia Iron Works, Norfolk, VA. It is interesting to note that the TRR loco lacks a sand dome and builder's plate.
Godwin is said to have built or assembled some narrow gauge locomotives for Baldwin in the 1870s, when BLW was backed-up with orders. The "S. Sebastiao" 2-4-2T, a .95 meter gauge (37-1/4") locomotive for Brazil was said to have been one of the Godwin-built Baldwins. Your photo shows a locomotive that is also quite similar to two 2-4-2Ts that Godwin built for the Norfolk & Ocean View RR in 1879 and 1881.
