Hi Bruce,

Maybe the Tuskegee Railroad in Alabama?

According to Hilton it was the first narrow gauge in the South and began operation in 1871 using the right of way of an earlier 5-foot gauge railroad of the same name that was destroyed in the Civil War.

Both the design of the engine and the man's clothing look like something from the 1870s, so I think the chronology is right.
