Speculation but, I would think that until all of IP's debts are handled that passenger car rebuilding and passenger trains might be curtailed if none are currently showing a profit. However, I would not include the Texas State Railroad in that since a percentage of TSR is still owned by the Parks Dept of Texas.
I would imagine that the reason for the sale of 80% will allow IP to improve its trackage on the two lines heavily involved in oil and supply movements which is sorely needed to increase revenue.
